President Shavkat Mirziyoyev Approves Strategy to Protect Children from All Forms of Violence for 2026–2030

President of Uzbekistan, Shavkat Mirziyoyev, has signed a decree approving the Strategy for Protecting Children from All Forms of Violence for 2026–2030.
According to the press service of the Head of State, the document aims to implement the law “On the Protection of Children from All Forms of Violence”, foster a societal environment of zero tolerance for any forms of violence against children, and ensure the reliable protection of their rights and legitimate interests.
The Strategy foresees the introduction, from 1 February 2026, of new mechanisms of social protection for children, including the establishment of a professional foster care service for children affected by violence or in socially dangerous situations, as well as the gradual opening of compact social support centers across the regions of the country.
Special attention is given to child rehabilitation and the restoration of family relationships through specialized social and psychological programs.
The document also introduces additional guarantees of children’s rights in criminal proceedings. In particular, starting from September 2026, legal assistance for children who have suffered from or witnessed violence will be provided at the state’s expense. Participation of guardianship authorities in procedural actions will become mandatory, and testimony will be video-recorded to prevent re-traumatization. Administrative liability for failing to report instances of violence is also established.
An important aspect of the Strategy is the implementation of digital technologies and the strengthening of inter-agency cooperation. A Unified Electronic Platform for recording cases of violence against children will be created, and training will be organized for specialists in law enforcement, judicial, and social protection agencies.
