Key points of President Sh. Mirziyoyev’s speech at the meeting in the “SCO plus” format
The head of state dwelled on the current challenges facing the SCO.
First. Finding New Approaches to Security
It was proposed to adopt the SCO Code of Good Neighbourliness, Trust, and Cross-Border Partnership.
Second. Achieving a Strategic Breakthrough in the Economic Dimension
In this regard, the need to develop an Agreement on the Facilitation of Trade Procedures within the SCO was noted. This could include joint measures to eliminate trade barriers, align technical regulations and certification, and harmonize phytosanitary and veterinary control systems.
In addition, the President proposed preparing a program of cooperation in cross-border e-commerce, integrating existing digital trading platforms, considering the global trend in the development of this sector.
Third. Support for Industrial Cooperation Programs
Shavkat Mirziyoyev proposed developing a set of measures to stimulate mutual investments, primarily in infrastructure, high-tech industries, and the service sector.
At the same time, it is important to devise mechanisms for financial support for such projects and reconsider the creation of the SCO Fund and Development Bank.
Fourth. Formation of an Inclusive Transport System along the East-West and North-South Lines
“Multiple options of transport corridors are the most important condition for the sustainable development of our entire region,” the President emphasized, also proposing the development of a plan for the digitalization of logistics procedures, including the organization of electronic data exchange on goods moved across the borders of SCO countries.
Fifth. Expansion of Modern and Reliable Energy Infrastructure in the SCO Space
A proposal was made to develop a Comprehensive Cooperation Plan to stimulate the attraction of investments and technologies in renewable energy.
Sixth. Accelerated Digital Transformation
For the exchange of knowledge, experience, and best practices, as well as the development of systemic interaction between IT parks, it was proposed to develop a program titled “Future Technologies of the SCO.”
Seventh. Adoption of a “Roadmap” for Cooperation between SCO Countries in the Field of Social Development and Protection
Eighth. Development of a Joint Electronic Platform “SCO Food Security Atlas”
The platform is expected to combine data on the agro-industrial potential of the SCO countries in terms of products produced and supply capabilities.
Particular attention is paid to security issues in the region, especially the situation in neighboring Afghanistan.
Noting that maintaining a dialogue with Kabul meets the interests of security and economic development of the entire region, President Sh. Mirziyoyev again proposed resuming the work of the SCO Afghanistan Contact Group.
