President reprimands executives for unsatisfactory status of efforts to counter coronavirus in the city of Tashkent and Tashkent region
On July 15, President Shavkat Mirziyoyev chaired a videoconference on the situation with coronavirus in the city of Tashkent and Tashkent region.
Since the discovery of coronavirus in the country, the Head of the state has been closely monitoring the epidemiological situation and addresses this issue at almost every meeting.
At the meeting yesterday, reports of executives on the ongoing fight against coronavirus were also heard. It became clear that many khokims and ministers were unable to correctly assess the current difficult situation, they still do not fully understand the threat.
This concerns primarily the city of Tashkent and Tashkent region, where khokims and sector leaders have not studied at all and did not understand the real situation in the territories entrusted to them. They do not know the real situation in medical institutions. They do not feel fully responsible for preventing and protecting the population from the virus, for timely and proper treatment of patients.
Over the past month, the Ministry of Health has significantly violated the strategy and tactics of treating coronavirus, medical practice has not changed based on the real situation.
There are not enough tests and necessary medicines in the city of Tashkent. Antiviral and antipyretic drugs were unreasonably overpriced several times in pharmacies.
So, in recent days, medicines used in treatment of the disease and usually costing 80-100 thousand UZS, have risen 7-8 times. The deficit of kagocel, plaquenil, ergoferon and other drugs causes discontent.
The indifference of the ministry and khokimiyats to the current situation is also evidenced by the fact that currently 418 and 816 medical staff, respectively, remain vacant in hospitals of the city of Tashkent and Tashkent region.
The population faces problems, not understanding where to apply and receive treatment for coronavirus and other diseases. It became problematic to call an ambulance.
There are cases of indifference and negligent attitude of doctors to patients. There are many omissions in the quarantine center in Yuqorichirchiq and medical centers in Zangiata districts.
Tashkent has 4092 infected people and Tashkent region – 1498. This is 40 percent of cases all over the country. The number of deaths from coronavirus in Tashkent also increased sharply and reached 45.
The President noted at the meeting that such a deplorable situation causes just discontent among the population.
Minister of Health Alisher Shadmanov and Khokim of Tashkent Jakhongir Artikhajayev were reprimanded for improperly organizing work to prevent the spread of coronavirus in the city of Tashkent and treating patients, insufficient preparedness for adverse changes in the epidemiological situation, the lack of a thorough response to the disease at the primary level. Leaders of all sectors of the capital and Tashkent region received a strict warning.
Measures to stop the spread of coronavirus infection in the city of Tashkent and Tashkent region were discussed at the meeting.
The Government Commission was instructed to organize offices in the capital and Tashkent region around the clock from among the heads of all ministries and agencies, large medical institutions involved in countering the spread of coronavirus and organizing treatment of the population.
The need for three-fold increase in mobile groups at polyclinics of the capital and Tashkent region was noted.
The task was set to expand the bed capacity of the hospital, recently opened in Zangiata district, by another 1000 beds.
Issues of maintaining price stability and supply of medicines in Tashkent, effective organization of the activities of the ambulance service and call centers, material incentives for medical personnel treating patients with coronavirus, creation of additional beds for patients, as well as phased transfer of people in quarantine zones to home quarantine were considered.
Taking into account the sharp increase in appeals from the population, it was emphasized that the number of call centers and operators should be doubled at least.
The khokimiyat of the city of Tashkent was instructed, together with drug-supplying enterprises, to create at least a three-month supply of necessary medicines and remedies.
In these hard times, it is very important to ensure the adequacy of essential goods and basic food products, to prevent unjustified price increases. Responsible persons were instructed to take this issue under strict control.
The importance of widespread propaganda among the population of the importance of measures taken to combat the pandemic, compliance with quarantine rules, maintaining social distance, objective and operational coverage of daily work in this direction in the media and social networks was emphasized.
For all the process associated with treatment with coronavirus, including in the city of Tashkent, specific officials were assigned.
“I emphasize once again: today the whole world, including us, is waging a real war with an invisible enemy. If we wage this fight, having comprehensively prepared, correctly assessing all the risks and dangers of this virus, we will certainly defeat it”, said Shavkat Mirziyoyev.
