President Shavkat Mirziyoyev attends the 34th session of the Jokargy Kenes of the Republic of Karakalpakstan

In his opening speech, the Head of the state noted that one of the main goals is to ensure the implementation of fundamental reforms carried out based on the noble principle “For the sake of human dignity” in every city and district, village and family of Karakalpakstan.

“As President, I visited this blessed land most often, compared to other regions: nine times in six years”, says President Shavkat Mirziyoyev. -  I talked with elders, businessmen and youth. During this period, 31 decrees and resolutions on the integrated development of Karakalpakstan were adopted. The number of entrepreneurs in the region has doubled, and almost 4.5 thousand investment projects have been launched. Only as part of the trip in February 2022, 1.5 trillion UZS were allocated for the comprehensive development of the region.

The provision of drinking water in Karakalpakstan has increased from 40 to 68 percent, enrollment in pre-school education from 32 to 76 percent, and per capita income has doubled.

“Some unfair, dishonest leaders have not yet realized the meaning of the noble concept “the people should be satisfied”, says President Shavkat Mirziyoyev. – There are still many appeals related to the provision of drinking water, internal roads, electricity, employment, and pricing.

Some socio-economic problems of the population have not been resolved.

“Unfortunately, some leaders, instead of serving the people, allow the misuse of funds allocated to ensure the welfare of the population, do not use all the opportunities, and dishonestly perform their duties”, President Shavkat Mirziyoyev noted.

After the introductory speech of the Head of the state, by the decision of the Council of Elders, the participants began considering the candidacy of the Chairman of the Jokargy Kenes Amanbay Tleubayevich Orinbayev.

Earlier, the appeal of the Chairman of the Council of the Jokargy Kenes of the Republic of Karakalpakstan Murat Kamalov on the suspension of his powers and dismissal from his post due to health conditions was considered. A decision was made on the early suspension of powers and the dismissal of Murat Kamalov from his post.

Before considering the candidacy of Amanbay Orinbayev, President Shavkat Mirziyoyev proposed to listen to the plans and proposals of the candidate on the accelerated development of the region, the creation of decent living conditions for the population, and the solution of existing problems. The candidate outlined the problems in Karakalpakstan in developing entrepreneurship, the agricultural sector, increasing industrial projects, developing infrastructure, social protection of the population, support for education and youth, put forward his proposals for their solution. He asked the President for help in allocating the necessary resources for the implementation of these plans.

Based on the unresolved issues in Karakalpakstan related to the development of infrastructure, President Shavkat Mirziyoyev gave the following instructions to the heads of relevant ministries and agencies:

– attract $160 million for reconstruction of Guzar – Bukhara – Nukus – Beineu highway section passing through the Turtkul, Beruni and Ellikkala districts;

– repair 1,500 kilometers of water supply networks, more than 150 wells, pumping stations and water supply stations;

– to lay sewer networks in Nukus, Takhiatash and Khodjeyli districts;

– replace 128 transformers, 7.5 thousand poles;

– to create sections for the repair of internal roads in each city and district of Karakalpakstan with the allocation of a sufficient number of employees, the necessary funds and equipment;

– within two months to develop a program for the development of international and domestic roads in Karakalpakstan.

President Shavkat Mirziyoyev gave instructions to officials to increase the number of industrial projects in Karakalpakstan:

– to organize an Entrepreneurs Support Center, which will provide free services for the development of project documentation, obtaining subsidies, loans and compensation, and finding a market for selling products;

– to create an Industrial Technopark in Nukus on 10 hectares at the Entrepreneurs Support Center;

– to organize Youth industrial and business zones in Kegeyli and Khodjeyli districts;

– to establish a system of reimbursement of 70 percent of transportation costs for the transportation of raw materials purchased for the production of export products around the country only for entrepreneurs of Karakalpakstan, for five years.

The President of Uzbekistan supported major projects for the construction of copper plants in Korauzak and for the production of caustic soda and other chemical products in Kungrad.

The Extraordinary 34th Session of the Jokargy Kenes of the Republic of Karakalpakstan continues.

President Shavkat Mirziyoyev, taking into account managerial qualities, patriotism, human qualities, as well as proposals for the development of the territory, supported the candidacy of Amanbay Orinbayev.

Deputies of the Jokargy Kenes, members of the public expressed their opinion about the candidate. The issue of electing the Chairman of the Jokargy Kenes was put forward for discussion. By secret ballot, Amanbay Orinbayev was unanimously elected Chairman of the Jokargy Kenes of the Republic of Karakalpakstan.

Addressing the newly elected Chairman of the Jokargy Kenes, the President said, “Amanbay Orinbayev, having defined justice, honesty, loyalty, responsibility, initiative and dedication as important criteria of activity, holding this position, is obliged to faithfully serve the people and justify the trust placed in him”.

President Shavkat Mirziyoyev took part in the extraordinary 34th Session of the Jokargy Kenes of the Republic of Karakalpakstan.

“All of you are witnesses to the fact that the current rapidly changing life poses new challenges for us. Based on modern requirements, in the future, we will carry out grandiose work in Karakalpakstan. The Karakalpak people should feel these transformations in their lives. In Karakalpakstan, it is impossible to work with the old method.

We will continue to consistently implement good deeds aimed at facilitating the lives of the brave Karakalpak people, who are steadfastly overcoming life's difficulties and trials and living with faith in a bright future”, President Shavkat Mirziyoyev noted at the end of his speech.

On August 26, Nukus hosted the extraordinary 34th session of the Jokargy Kenes of the Republic of Karakalpakstan.

Deputy Chairman of the Jokargy Kenes Atabek Davletov opened the meeting. The session secretariat was elected and the agenda was approved. It included two organizational issues.

Chairman of the Jokargy Kenes of the Republic of Karakalpakstan Murat Kamalov applied for early termination of his powers due to illness.

This issue was put to the vote. By Article 83 of the Constitution of the Republic of Karakalpakstan, a decision was made on the early termination of the powers of the Chairman of the Jokargy Kenes Murat Kamalov and dismissal from his post.

Issue of electing the Chairman of the Jokargy Kenes of the Republic of Karakalpakstan was also discussed at the meeting. According to the legislation of the Republic of Karakalpakstan, a candidate for this position was recommended by the Council of Elders, consisting of deputies. In this regard, a Council of Elders was formed.

After consulting, members of the Council recommended the candidacy of Amanbay Tleubayevich Orinbayev for the post of Chairman of the Jokargy Kenes of the Republic of Karakalpakstan.

The session was attended by the President of the Republic of Uzbekistan Shavkat Mirziyoyev.

The Head of the state noted that as President he visited Karakalpakstan more than other regions, that is, 9 times, during which he often exchanged views with elders, entrepreneurs and youth.

During this period, 31 decrees and resolutions aimed at the comprehensive development of Karakalpakstan, were adopted. The number of business entities in the region has doubled, about 4.5 thousand investment projects have been launched.

In Karakalpakstan, the provision of drinking water has increased from 40 to 68 percent, coverage of preschool education – from 32 to 76 percent, per capita income has doubled. In 2017-2021, 26 thousand 400 housing units were built.

However, despite all the efforts and huge funds allocated to Karakalpakstan, there are still problems in such issues as drinking water, internal roads, electricity, unemployment, prices”, the President criticized.

The Head of the state proposed to hear the candidate’s vision regarding the development of the region before considering the proposed candidacy.

The candidate outlined his proposals for the development of entrepreneurship, the agricultural sector and the infrastructure of Karakalpakstan, increasing the number of industrial projects, social protection of the population, education and youth support.

The President approved these plans and instructed to reduce the rates of taxes on profit, turnover, property and land tax by 2 times in Karakalpakstan to implement them.

Instructions were given to reduce the acreage for cotton and grain with the allocation of 2 hectares to each family, to create an Industrial Technopark and business zones in the districts in Nukus, to repair roads, improve electricity, gas and water supply.

President Shavkat Mirziyoyev, taking into account the leadership abilities, patriotism and human qualities of Amanbay Orinbayev, agreed on the candidacy.

“Your only task is to satisfy people. It is necessary to visit every district and village, create decent conditions for the population”, the Head of the state noted.

Deputies of the Jokargy Kenes and public members delivered speeches and supported the candidate.

An Accounting Commission was formed. By secret ballot, Amanbay Orinbayev was unanimously elected Chairman of the Jokargy Kenes of the Republic of Karakalpakstan.

“Having shown high confidence, with great hopes for the future, we have elected a new Chairman”, the President noted. Having defined justice, honesty, loyalty, responsibility, initiative and dedication as important criteria of activity, holding this position, is obliged to faithfully serve the people and justify the trust placed in him. Our people are generous. We all have one Motherland. Only by uniting, we will reach the planned high milestones.
